Creating a Strategic Roadmap for Efficient, Future-Ready State Campuses
State of Rhode Island engaged StudioJAED to develop a comprehensive Facility Master Plan for both the Pastore Campus and Capitol Hill. These critical state campuses support a wide range of public services and administrative functions, requiring a coordinated strategy to address aging infrastructure, evolving space needs, and long-term operational efficiency. The effort focuses on assessing existing building conditions, infrastructure systems, and space utilization, while identifying opportunities for modernization, consolidation, and improved performance across the portfolio.
Solution
StudioJAED is leading a data-driven and collaborative master planning process to align facility investments with the State’s long-term operational and service delivery goals.
Working closely with agency stakeholders, the team is evaluating current assets and developing forward-looking strategies to improve functionality and efficiency across both campuses. Key elements of the master plan include:
- Comprehensive assessment of building conditions, infrastructure, and deferred maintenance needs
- Analysis of space utilization to identify opportunities for consolidation and improved efficiency
- Evaluation of campus organization, circulation, and accessibility to enhance usability
- Identification of modernization strategies to extend the useful life of critical facilities
- Integration of sustainability, resilience, and infrastructure upgrades into long-term planning
- Development of a phased, implementable roadmap to guide capital investments and decision-making
Impact
The resulting master plan will provide the State with a clear, actionable framework for prioritizing improvements and aligning capital investments with long-term needs.
By shifting from isolated, building-by-building decisions to a coordinated campus and portfolio-based strategy, the plan enhances operational efficiency, reduces long-term costs, and supports better service delivery. Ultimately, this effort ensures that the Pastore Campus and Capitol Hill remain safe, functional, and adaptable assets that effectively serve Rhode Islanders for decades to come.
